Background
The issue occurs when a Qualified Person (QP) replaces a file during a resubmission and re-uploads a file with the same name in the same submission. Here is an example of how this plays out:
- During the initial submission R00, the QP uploads a file named "File A". This is routed to agencies for processing, and a Written Direction (WD) is issued.
- In the resubmission R01, the QP replaces "File A" with "File B" to address the comments in the WD.
- However, the QP then re-uploads "File A" in the same R01 submission before proceeding to submit.
- This is where the error occurs: The system registered that "File A" was replaced by "File B” but now encounters another "File A" and is unable to determine whether it should be treated as a replacement or a new file entirely.
Status of issue
We are currently working on a system fix to allow submissions to be routed to agencies for processing if this scenario occurs.
Recommended Workaround
QPs are advised to change the filename whenever they are replacing files for resubmissions.
